I don't understand the intent of your post.
I had always assumed that they were using closed-loop processing and aiming to conserve and recover water in the process design precisely because they knew it was necessary to do so, given water unavailability in the project area, or if available the context of the placement of the project would make every drop consumed counted by those with environmental and endangered species protection concerns.
