I got a letter from the IRS about this a few months ago. I sent them back my 1099s and etc for my Vanguard account, which didn't seem to indicate that I owed any taxes. I'll hear back from the IRS in a month or two. Its possible I might owe $10,000, but I'm hoping not.

It is based on the entire value put into the ROTH, not just gains. eom
