That depends on what those conditions are. If the economic cost of the conditions are high, then it will effect the PPS. If it is just a minor condition (like keeping a few extra records) with low associated costs, then not so much.
Think of it this way, "how much money will I have for beer if I have dinner first?" A hotdog will mean you get plastered, a filet mignon will mean you can drive home and not risk a DUI ticket. ;-)
