This is what it says

We have resolved or made arrangements to resolve the vast majority of debts including vendors, taxes, creditors, investors, and former employees.

Making arrangements to resolve does not mean agreed to discuss. It means they have made arrangements. Still it does not say tha it has finished resolving but that should come.
