They don't. But back in the day, HCCA rumors meandered around about the PD owned land above the HCCA claim having been a source for gold, which the trickled downhill to collect in that dirt.

Of course, no one wanted to talk about the (massive, lol) .005 opt grade that Spieleman and Bender pulled out a half century ago.

Considering the prevailing winds are likely from the SW I can understand why they would not want dust from mining operations blowing into Prescott. But there are already thousands of mines south of Prescott with most of them being underground.

Freeport is very involved in reclamation projects.

Copper Basin Water Quality
A storm-water improvement project was completed at the inactive Copper Basin mining property southwest of Prescott. The area experienced intermittent, smallscale mining activity (primarily underground) from the late 1800s through the mid-1900s. The voluntary project was designed to improve storm-water control
and protect water quality in adjacent Copper Basin Wash. The work included relocation and capping of a small waste pile, recapping several other existing small piles that showed signs of erosion, and making general improvements to storm-water diversion structures at several locations throughout the property. This
project is typical of work the company has conducted and will continue to perform at other remote and/or inactive properties to protect water quality in Arizona.
