It's very easy to understand. I have given two scenarios each and every time. Thereby refuting the comment I am saying they are 'not working on financials'
. Easy mistake if the post is not read completely. 

I will explain it again , it is easy to understand. 

If Sherman and QSGI are working on the financials, and Sherman has updated shareholders by commenting they are coming soon, then he must have The Gasket Guys audited fins in hand. 

And Gasket Guy has fulfilled their obligation under section 4.9 

or...... 

If Sherman does not have the audited fins in hand from Gasket Guy under section 4.9, and has been telling shareholders 'soon' for updated QSGI financials publicly and in reported private communications, then he is misleading investors
, because there is no possible way to complete the necessary updated QSGI filings without them. 

In other words, or actually the only word....lying. 

Two scenarios to ponder again, not one as you seem to have believed I postured in previous posts.
