UBRG cannot trade electronically

therefore they have no choice but..

TO MAIL THE CERTIFICATES..

you cant make the case that this is some sort of anti flipper method because it is simply false..

the only reason they are mailing is because they are

NON DTC compliant ..

they do not have the ability to transfer the stock to us electronically period..
