It seems that Bloomberg missed at least two important points:
1) Qualcomm gets royalties on all 3G devices equipped with TI chips, while TI gets royalties on no 3G devices equipped with Qualcomm chips.
2) Intel has no 3G license from Qualcomm to sell any intersecting chips; even if it can produce a competitive product and gain design wins.
