Dodd/Frank was supposed to be the solution, but the banks have lobbied against it from the very beginning.

That may be where you got the impression it was part of the problem.

They have been given every opportunity (including delayed implementation) to conform to the law, but have elected not to.

If they spent half as much time (and money) getting compliant as they have spent trying to water down or overturn the law, we'd all be better off already.
