This makes it even worse then before. Now the GOB could hold this up for 18 months all the while taking shareholder's money? Have I come to a wrong possible conclusion totally or could that actually happen?

You should ask Treaty's Belize law firm, who's name is emblazoned in the TECO IH page.

One of their principles is the Prime Minister of Belize, ie head of the Belize Government.
