It happens when the company issues more shares. Not saying that is what is going on here but from the look of the finacials. Most likely just put out 30,000,000 more shares to keep the ball rolling..

It's called dilution. By now, most of the authorized has probably been issued, and IMO FLTT has two options. Increase the authorized or do a reverse split.
