As far as buses go...say 50 people per bus overpacked you would need to do 2000 trips. Since I assume higher ground (business district with concrete buildings)is within 5 miles or 30 minute round trip, so in 24 hours (48 round trips) you could have done it with 40 buses. I am sure there are that many school buses in NO.
You are right about this. I saw a picture online (taken September 1, 2005) of many MANY more than 40 school busses that were just sitting in the school bus parking lot surrounded by water. These could have been used - but were not - when the evacuation alert came days before. All levels of government seems to have failed miserably in their response. Could the response (or lack thereof) have been any worse - short of totally ignoring the wind Katrina?
But the worst of it is IMO - Al Qaida now knows how weak the USA really is. Groups opposed to us may now analyze our weakest stress points and use that to implement their nefarious plans ...
