EDIT: Ok, now i see what you are saying,I think, It is a broker thing not an exchange thing? i do know there are no limitations on halts issued by an exchange. However it would be very unusal if it lasted days rather than hrs unless they are trying to determine "whether the security continues to meet the market’s listing standards."
Given that the financials have been delayed it may very well be that APII/Wafr may be in 'halted' then as you suggeat till proposed filing date 31 May. I can't help but wonder, as Maria pondered, if Mcwilliams had that much trouble with a single truck(doese it even run) aquired months ago, what sort of problem might CWS be for her. Also. will this etchascetch restart prolong such a halt?
Hey, i don't know, i am just asking whether, if what you suggest is so, will this bode well for investors? I have to ask myself tho, whether this might be deliberate attempt by and on behalf of APII thru third party associatesm to gather support on the bid? Wind the rubber band so to speak.

MY etrade has ETMM ,under the symbol WAFR on the bid at .10 and on the ask at .155. I won't test it but appears open for trade to me!

In almost all cases certs are exchanged electronically. There is no "paperwork" to be done by the broker dealers. If there is a large short position it may delay the electronic exchange from DTC of the new certs until the position is covered by that Broker/Dealer.

Scottrade principally uses NITE as their MM. The collusion of ST and Nite on short side trades in the microcaps is notorious. It has long been alleged by many and the outward interpretation of their actions certainly speaks to this.
