We already knew O/S was increased and this was the likely reason. And we already knew they needed cash and Equity Sales at 390 o/s is better then loans in england which probably go at 8%+

Looks like two investors bought the whole thing. No institutional investor is going to buy $75k+ worth of stock if they didn't think they could profit.

If it was immediate exercise with no warrants, then they got it at 25%-50% discount from market, but in a penny stock with low volume like this you can drop 50% by simply selling a few thousand.

These guys know this is going to have an influx of volume that they can sell into. And that is good!
