With a stock which is open for trading without a cloud over its little head, you might be able to do something like that. The broker who holds the shares would have to tell you they're willing to deliver them to your other broker. This is just a DTC transfer and I already posted about that, printed out the form while I was pondering whether to try to transfer the shares to another brokerage firm.

Since the SEC has entirely halted trading on BCIT, I do not think we can transfer the shares. You can ask Ameritrade if they will transfer them during this halt, or not. If they will, then file the forms and I will too because after the halt is over if the same shares are free for trading I'd rather have them in any other firm than Ameritrade and I bet most of us would!
