I am holding out, and planning another position but not at this price. I think the PPS will go down, IMO.

I'll amplify my point, since you've asked. Simply stated, investors/traders in OTC securities are generally itchy, by nature. When they do not see exactly what they are seeking when they are seeking it, they tend to sell their shares. Since this whole stock market system is a daily auction, selling shares generally drives the price down. Any SEC filing delay, at this point, by MSLP mgmt may be seen by many as them reverting back to the irresponsible days of the recent past. As to the question of why I'd wait for the share price to go lower to buy more MSLP (even though I think they are already way undervalued), is simply that I currently have tens of thousands of dollars already invested here, and believe that a balanced portfolio is the best way to reduce risk in a brokerage account. For me to take on the additional risk of a more unbalanced portfolio, I'd be looking to buy more shares only at a lower price level. As always, simply my opinion.

Why would you state wait to buy more as you think PPS will continue to go down.............during a day like today.

The volume is up, there has been the lowest PPS in awhile, there have been numerous orders going through in the $2k - $10k range with quite a few significantly larger.

The only time I saw small orders executed was when the pushed the PPS down and it triggered Stop Loss orders.

Many MMs, institutional, big buyers, MSLP execs, MSLP company has to making these buys!!

So why are you suggesting a further dip....you think they are going to trigger more STOP LOSS orders or what?
