You are correct that all the work is done - however according to AWSL they are waiting for "market conditions" to be right before filing the S-1.

In other words, if the investment community hadn't figured out just how worthless AWSL really is, management would have filed the S-1 and dumped a bunch of stock on the next set of unsuspecting bag-holders.
