I am still confused as to how it is allowed to settle/trade after hours...I have been advised that OTC stocks DO NOT trade after hours or pre-market yet I have seen it with my own eyes a bunch of times..

Actually, that wasn't a buy. The .0205 was the average price of shares sold by VERT for the day. T-trades are settlements, not actual buys or sells, not on OTC. that's why it printed at .0205 when the close was .0195.
