So basically, he has a set number of shares to sell and if he's not selling enough, he will drop the ask to get his quota filled?

I'm pretty sure VERT is an institutional SHORT.
He bought millions of shares to leverage his bet.
If he can get weak hands to sell under him to Buy to Cover he will so he won't loose his Shares.........which he now knows are going to be worth a ton more$

He's just exiting his short!
