Short volume is the amount of daily volume which is not cleared/settled at days end.

Short volume
Is used by day traders to see when to expect a Broker/dealers cover, before going naked short. Over 30% is strong fails to clear and a daily price pop may happen 3 days after.

I'm not sure if I'm understanding the short volume quite correctly. When you mention before going naked short, you must be speaking about the big boards. How then does the Short Volume apply to pennies, with respect to the price action. I'm hoping my question is not confusing!
