Pump? How are you going to pump an unsolicited quote NON DTC eligible security that is an empty shell? The problem here is no one wants a shell that cannot ever be made eligible again due to the fact it had never been vetted by a single participant, it has no means of representation to the DTCC. Those that sold the remaining bagholders on buying their shares are now long gone with the money.
