Coloradogold received a quick response from him on his question and this is likely another question he could answer rather quickly. As you said, this would be much easier to explain if we could cut and paste as it appears in the doc rather than recreate it from text.

Guyer would be hit or miss on this one although the most appropriate person to ask. I find it easier to get a response from him by phone than by email but he is likely to be very quiet right now.

"Milling" also means "mining" under Title 34 Article 32. 34-32-103(8)

It also goes on about evaporation and processing is mining. What's interesting about this paragraph is it also talks about what mining isn't. I'll link it, but it's on the same page as the hard rock rules.

Seems like a lot of crap to read through, but these are Wally's playbooks. The hard rock and article 32 are the main ones.
