Yes MMTE is a DWAC issue, it is not a typical CNS exit and Trade for Trade designation. For some reason TDA views these "minor" chills like the full blown ones, I am not sure why as it has no effect on the participants themselves and only impedes the company's Transfer Agent from depositing and transferring shares, all other DTC services are available for the brokers to use including transferring amongst themselves if need be.
These types of chills can be resolved with a little effort by the company as many securities have in fact had such a restriction removed.
