They are a very tough organization and they don't rubber stamp these name and symbol changes at all. Just the approval of this will show that FINRA has reviewed the financials and history and is signing off on the validity of the company.
In case no one else answered this was a default judgement issued during the period where APII was with basically no leader prior to Polistena taking over. It was money owed by the toy company.
