He posted a link to public information that can be accessed by anyone. He didn't post the guy's personal facebook page or anything substantial in that regard. His post did violate TOS, though, so it should have been deleted.
PS: written "abuse" is considered libel, not slander. Slander would be if I were talking to someone and I defamed you.
