There probably is--and certainly should be--an office responsible for disseminating information about things like global locks.

What you should all realize by now is that the big online brokerages can't seem to get their people on the same page about much of anything. We learned that with GVRP.

What I'm saying is that you might be able to allege negligence, but I don't think fraud will fly.
