The Koreans are just pissed that they think the Chinese got a better royalty deal than they did. They hate the fact that Chine will soon become the number one maker of cdma phones because China has cheaper labor and a sweetheart deal with Qualcomm. They dont hate it so much that they jumpt at the opportunity to supply China with manufacturing expertise, phones, infrastructure and whatever else they need. They just feel resentful that China may soon supplant them as the number one manufacturer of cdma phones. They are hurt because they were there first and now they dont want to take a back seat to Chine. Its. kinda like how the first wife feels when hubby divorces and remaries
