sunshine, I've seen many pump and dump deals it's usually pretty fast going up then down and a news letter would hype it to the hilt. In Neom case I did not see one news letter actively promoting it, in other word the news letters were being paid to do it, it's not the case with NEOM, it went up because of real news not artificial disseminated crap you usually see, ok it "move" didn't happened today. In my honest opinion this is not the last that we have heard from NEOM. A buy out is imminent! 1) they won't let it go into chapter 7 because the risk of the IP being auctioned which may have an out come the Doc doesn't want. 2) The slowing of dilution by YA means they are watching what the Docs next step is, there maybe talks between the two parties where evryone is a winner in the end, trust me YA is sensing the day of raiding NEOM is near to an end so they are divising an exit strategy with the higest pay out and they know the Doc have the means to do it with.
