Oil Sleuth, it would seem to make sense to me at least, that NBD would be waiting on the most recent report. As you know, it gives a much higher percentage chance of Geological Success.
If they are continuing with Empire (and I have heard or read nothing to the contrary) they would surely now have more of an incentive to do so provided they are comfortable that Empire can comply with the licence or any extension thereof.
