Waste Management is building a plant in Oregon to use Agilyx's fuel technology, and its investment includes rights to the plastic-conversion technology for a decade, Rush said.

Well, Rush can say whatever he wants, doesn't make it fact either.
Do you have a link to the Building Permits for this supposed plant?
Do you have an updated aerial photo that shows this construction taking place?
Do you have any pics showing any construction that can be verified as this "plant"?
Do you have "run tickets" from the concrete company as to how many trucks worth of concrete have been delivered?

Even if for some reason this "plant" does get built, I would imagine that the workers might look like this:
