Looks like accumulation since 19th of March?, I think thats when news that REF financing was being persued by CGI.

Maybe not tons of volume since 19th march....but what there was looks like the good type to me.Plus being the suspecious type, think someone knew about the upcoming PR before the 19th timeframe.
