I think the message comes across a little differently.

Today North Korea said it reserves the right to make a pre-emptive attack on forces which may attack it, and it's war if the US makes the first pre-emptive attack.

Now where do you think they got this idea ?

Note that NK supposedly has 11,000 artillery pieces within range of Seoul.
No need for WMD here; conventional shells get the message across.
