Already met the performance requirements, the Synopsis was done on Sept 8, 2011, where the air force asked us to build the unit...

they passed the performance section already

im not worried about if the payment will happen, it will.

and for the dilution, a company cant sell open market, they raise cash via placements for restricted stock, so doubt it.
