No. I think they do have programs to develop WMD. So do 26 other countries. Many of which are not our friends. However the key is how far are they? What are their capabilities and what danger are they to us.
RE: Nuclear weapons - The administration has tried very hard to say that the Iraqi's are close to building Nuclear weapons but have backed off since the UN inspectors disputed the aluminum tubing delivered to them and the fact that the program was pretty much dismantled by 1998 and we have not seen any signs of it coming back. Recent comments by the UN are that Iraq does not have near term capability with near term being five years. So I'm not worried about Nuclear bombs from Iraq. N. Korea, Pakistan, old Soviet block missing weapons are another matter.
