1)I think they have to get just under 5% in order to buy all they can for 10 days without having to report it.
2)They obviously have an agenda with this bc they didn't dump shares.... they have been gradually selling lately keeping the PPS down but not driving it down to .001. There is a reason we are just below a penny and huge amounts of shares have been on the penny imo
