I don't think we would have to wait a year to force their hand. Wouldn't requesting our shares in certificate form accomplish the same thing? (except sooner)

Maybe the attorney handling ATRNs filings would be equipped to handle such a question. I'm sure he would be enlightened to know that shareholders are aware of this nuance.
