People that invest 3million dollars generally have a plan. Why would he buy in the open market if was wanting the common shares to go to 0? Logic

Invokes the proverbial question-what are the patents worth? 48mn and change sure isn't going to secure them. If Laura finally succeeds in demonstrating their value through the NDAs and any new sizeable campaigns, obviously the value of the patents is a moving target. I personally don't think the DSS wants the whole enchilda. He can enjoy the fruits of NEOM's success as an outsize shareholder like the rest of us while having access to their IP for his own speicific application.
