I read this as they are changing shares from 250,000,000 to 400,000,000 ..... Dated 3/26/12.... Would this be an 5 to 8 split...... Or are they simply authorizing 150,000,000 more shares?

Look like they plan to issue 150m shares in the future.

It might be for 150,000,000 restricted share for a deal of some kind
