Not if they keep doing the same thing over and over. They have invested a ton, and what do they have to show for it?

Almost 1B shares in dilution and debt with accumulating interest.

Pickin if they did not announce MOU's and LOI's there would be an uproar that the company was not keeping the shareholders informed.
When they do announe something some fool will say they are wasting stock to pay for a frivilous PR. It is a no win situation for the company.
