I would say that gainmaker is right. "Peabody here and the way-back machine"....Way back (week or so) I stated that Jim did not give a definite time for the release of the PR. I got jumped on for posting that. I do not believe that Jim specified a date. I think that what Jim said/meant was that it was subject to release of Company info AND conditions of completion of the signing of an anticipated contract (or Letter of Intent), which may still be pending.

Gainmaker, You're probably right, he did mention securing contracts by mid-year in his news release.
