There's no reason to expect any significant earnings from Q4/10K since they were still tinkering/modifying the processors during that time period.

The question now is what's happening today now that the permits are a go.

In the context of the filing "earnings" does not mean " revenue "."

"any significant change in results of operations" could certainly relate to revenues and is definitely not restricted to earnings.

Companies typically check off the "No" box simply to avoid the requirement to provide details.
