99% of penny stocks are scam by design.

Management alreday know they will not be prosecuted because it takes money to prosecute. Plus
these companies or management has no assets that investors can go after. By the time novice investors realize the scam he already lost money or stock has been R/S. SEC has no resource to investigate these stocks and they don't care. Some people occasionaly make money playing the chart
but you can't consistently make money using charts with these penny stock because chart are useless with dynamic share structure or corrupt management. These are best left alone
or best treated as gambling where house wins 99% of the time like in the casino.

pump new PRs -------dump on the pump..and dilute and pump-----R/S -->Get new stock symbol with new batch of investors------>erase
history of crime from last cycle------Repeat (New Business Plan PRS---->dump-->etc
