APS is definitely the best. As far as runner ups go...it's best to find some newsletters and watch them for a while before actually putting your money into their picks. Don't let people try to sell you on BDPS, though. Their picks do well, but you end up chasing it on the buy with little profit to show. They are ok when you can play a bounce though.
Try looking at stockpromoters.com and hotstocked.com. Both of them rank stock promoters and give info on who is promoting what. Again, watch them before you put money in though. You can see a trend of which newsletters are good and which ones just fall short.
