When QASP never honored balance of funding agreement with MS they were free to do whatever thye wanted to. The money QASP/Dean gave them was non refundable if QASP did not come through as agreed to. So not sure what Joe means stole from QASP. Blame the right person for MS walking Dean. He made the stupid deal giving them the 1.7 million and making it non refundable if they defaulted on rest of funding. So Joe Mike K made it very clear QASp defaulted and he wanted nothing more to do with QASP or you.
