You don't. LVL3 is for MMs.

And ALL it does is allow them to control the ECN system. It doesn't give them any extra special information that we don't have. Basically, it's worthless to you and I, and if it did have some worth to the average Joe, you bet your sweet cheeks traders would have moaned until they got access too.
