who knows? I donot think they put out a bogus number, esp. after a contract has been signed. One tenth of 1.86B is 186M which is only 8.8x the cost of the contract. Who in their right mind would pay 21M in consultant and service fees upfront if they donot really expect to get at least 10x that money back in the first one to two years?
