You "do believe" but don't know, so you are just guessing. I believe JB when he said it was necessary to shut down #1 to build #2. He also said it won't be necessary to do that with #3 now that they have the other building.
I served for years as a fire inspector. If I had walked into this facility and they asked to weld and refine flammable liquids nearby... in a new process that I had never seen before... and there is limited code experience yet...
I would have told them to do all the welding and all the producing they want... but Never at the same time. Why would I want to take a chance with such a combination in a totally new process? I think JB had help making this decision!
