Not sure, but on another board where the stock is also chilled, some very knowledgable people say that getting removed from the DTC chill list is very difficult...takes a long time, can be costly, and is OFTEN unsuccessful. Now my thought was that many of the stocks are scams and don't even try to be removed thus the high percentage of stocks that are never unchilled.
If anyone has other info on how getting off the chill list is accomplished, I would love to hear it.
