On the subject of refinancing, we are confident that we have identified advisors whose track record, ability to understand our objectives and proven contacts are of sufficient quality to proceed with preparation of a formal proposal to appropriate candidates that are already known. Over the next 90 days there will be a great deal of work going on to complete this.

does this refers back to PART of the previous sentence, or the WHOLE sentence?

some think 'this' refers to 'preparation of a formal proposal'

I think the word 'this' refers to the WHOLE sentence which has a few parts

 
 1) On the subject of refinancing 
 2) we have identified advisors  
   2.1 - whose track record 
   2.2 - ability to understand our objectives 
   2.3 - proven contacts  
 3) are of sufficient quality 
 4) to proceed with preparation of a formal proposal to appropriate candidates 
   4.1) - that are already known  (the candidates are know to the advisors) 
 

The advisors will prepare the report,
and
present it to the candidates
who
may accept, reject, or modify it

all of which could be over long before the 90 days,
or
not...

The most important vetting condition on our end was to prevent a reverse split as a condition of the funding, and that the funding be sufficient in scope to enable an end to 504 funding. An ability to end 504 funding will no doubt bode well for the removal of the partial chill in due course.
