My Scottrade branch told me there were no DTC restrictions on ATTD. I guess its a TDA thing.

T4T is in fact CHILLED by the DTC because the CUSIP for ATTD has been exited from CNS. This removes the services of Deposit and Transfer Withdrawals making it Trade for Trade for broker to broker transactions.
